And what exactly is a "Hollaback Girl"? UrbanDictionary has numerous thoughts on the subject. I got a kick out of definition #1, which is written in a false pompous style, and concludes with "Additionally, it appears as though this altercation will take place somewhere near the bleachers."

I'm not sure if this is the technical meaning, but apparently the song is about gossip, so I guess Gwen Stefani's definition of a Hollaback Girl would be someone who's always spreading the shit she hears around.
When this song came out,I was always asking my teenage sons and all their friends what a hollaback girl was. I thought I was out of the loop, but none of them seemed to know either. So I did some Googling and I found this article (http://www.ocweekly.com/ink/05/35/music-stacy.php) which helped clarify things for me and I haven't obsessed about it since.
No matter how many times they play that frickin' song.
