OK, it's almost certainly NOT him, as someone pointed out in the comments, that's not the proper Twitter verified check mark, it's just a check mark he produced. So it's a fake!

There is no way that is real.
I may have to call shenanigans on this guy because of his grammatical lackings you mentioned, and also because he's tried to pass off a text symbol as twitter's real "verified" check mark.
I was pretty excited there for a moment too. Inside the mind of a royal? Imponderable!
