Brand won't matter much if you don't know how to apply eyeliner in the first place - especially with liquid eyeliner. There's lots of tips online.
Revlon makes liquid lineer in like a marker pen-type application but I find the line is too wide even using just the tip. I use L'Oreal liquid liner in black. It has a small brush applicator.
I like Annabelle for pencils: a wide variety of colours, reasonably priced and they're not too soft.
